Rachel Spencer BA MA

Middle East Specialist

Rachel has over ten years experience as an arts administrator and consultant working in the UK and Middle East. She relocated to the United Arab Emirates seven years ago to join ArtWorks as General Manager, delivering public art and community art programmes throughout the Emirates. Over the next few years the sudden growth of Dubai’s arts sector saw ArtWorks called upon to deliver a range of strategic support to the Government of Dubai. Partnering with ABL Cultural Consulting in the UK, Rachel went onto become ABL’s Senior Consultant and regional representative.

Recent projects have included organisational and operational planning for Palladium – a new 4000 seat music and arts venue in Dubai – and strategic planning for one of the Dubai government’s signature initiatives to support the growth of its culture sector, the Patrons of the Arts Awards.

Rachel received her BA in Fine Art from University of Plymouth and MA in Cultural Policy from University of Warwick.
